Mit Stiftungsgeschäft vom 6. April 2009 und Satzung vom 6. Mai 2009 wurde die Stiftung mit Sitz in Saarbrücken und einem Stiftungskapital in Höhe von 6 Mio. Euro mit dem Saarland als Stifter durch das Ministerium für Wirtschaft und Wissenschaft errichtet. Die Stiftung wurde mit Urkunde des Ministeriums für Inneres und Sport (Stiftungsbehörde) vom 14. Mai 2009 als rechtsfähige Stiftung bürgerlichen Rechts anerkannt. Bekanntmachung gemäß § 17 des Saarländischen Stiftungsgesetzes im Amtsblatt des Saarlandes vom 2. Juli 2009, Nr. 26, S. 1074. Die Stiftung ist vom Finanzamt Saarbrücken mit Freistellungsbescheid vom 12. Januar 2015 als gemeinnützig anerkannt worden.
Nach Satzung vom 14. November 2016 sind Stiftungszwecke die Förderung von Studium und Lehre (Studierendenförderung) an den Hochschulen im Saarland oder Berufsakademien, die ihren Sitz im Saarland haben, sowie die Förderung von Wissenschaft und Forschung an den Hochschulen im Saarland. Ferner die Förderung der Erziehung, Volks- und Berufsbildung einschließlich der Studentenhilfe.

By endowment act of April 6, 2009, and articles of association of May 6, 2009, the foundation, based in Saarbrücken and with a foundation capital of 6 million euros, was established by the Ministry of Economy and Science with the Saarland as the founder. The foundation was recognized as a legally capable foundation under civil law by certificate of the Ministry of the Interior and Sports (Foundation Authority) dated May 14, 2009. Notice pursuant to § 17 of the Saarland Foundation Act in the Official Gazette of the Saarland of July 2, 2009, No. 26, p. 1074. The foundation was recognized as a non-profit organization by the Saarbrücken Tax Office with an exemption notice dated January 12, 2015.
According to the articles of association of November 14, 2016, the purposes of the foundation are the promotion of studying and teaching (student support) at universities or vocational academies based in Saarland, as well as the promotion of science and research at universities in Saarland. Furthermore, the promotion of education, public and vocational training, including student aid.
